So When the 12.7 mm runs out of ammo you will still have a sidearm of sorts, effectively.

And the 7.62 mm can carry more because it's bullets are lighter.

because the 12.7 mm has larger bullets, and can therefore carry fewer, and the 7.62mm has smaller, lighter bullets and can carry a lot fewer.
