Normal levitating flight is slower and harder to control...a young dragons winged flight is easier to use for hunting when they arent strong enough to constrict thier prey.

its kinda an instinct for Eastern Dragons being able to fly WITH wings...so they are kinda like training wheels besides they would get in the way when trying to constrict prey as an adult.
