Description
Due to selki society having extremely grueling workloads, the Nobility decided that it would be better to have criminals work and reduce the overall workload than to have then rot away in prisons doing nothing. Thus, every criminal is enslaved until they repay their debt to Selki society, with the level of toil dependant on their crime.
