Description

For any paranoid leader. The only secure place to control an urban production center is from the air. The second there is a crisis, the city leader is placed up in this roaming control center. Then taken far from the city in danger. Often circling back because they don't trust the military folks left in charge. (yeah it's a high flying plane city hall, I got bored)
