The empire of Steelhook has situated its primary kingdom here on the harbor. It is a major nexus for shipping and trade, as well as military transport to the Dragon-held territories nearby.

ACT 3 : The Dragon Isles
The first stone is located on the Dragon Isles. You must travel there with a group of soldiers scheduled to depart. It is a 20-second voyage, so stay alert.

A large temple sits atop the mountain of the dragons, and the stone is contained somewhere within. Reach it at any costs and return to the harbor.
