Kaioi are known to be aversive to all things violence, at least that's what they tell people. Few have heard of the existence of government mandated operatives, operating from the shadows. They conduct espionage, assassinations, and sabotage to prevent large scale war, and thus save lives by taking them. It is said that in desperate situations, the operatives are even permitted to use their empire's forbidden ancient weaponry against their foes, in a last bid attempt at stopping war from occurring. Many Kaioi resent these rumors, as the existence of said operatives are an affront to their Diplomat philosophy. I wouldn't worry about it though. After all, these are just myths. right?
