Registeel has way better type coverage and can resist toxic damage, which is a plus for any wall. It's defense and Special defense EV's can be evenly distributed and Curse can boost it's attack and Defense in battle...

Wait, wait... Registeel resists poison... halves damge from rock, steel, normal, bug, and psychic attacks. While regice can only resist other ice attacks...

Oooh and regice would have to worry about stealth rock teams as well... It's tough but reice may actually be the better choice simply because you can invest all its ev's into something other than its special defense...

On the other hand, ground moves are extremely common... perhaps too common. One earthquake to spell registeels doom. Regice doesn't have to worry about that. Though rock slide is a threat...
