Inspired by snikrept. Anjeos never expected to give up their naturalistic lifestyle, but when they were forced to live closer together, they became accustomed to urban life. Now, these cities maintain the Codecies, requiring efficient buildings like this. EDIT: Thank you sincerely to everyone in the Spore coumminity, you have made my time here a blast. And Thanks, Maxis, for FINALLY featuring me. Better late than never, right :D ? Finally, I will take the time to return each and every comment, but please be patient, I'm a college student and I'm really busy with real life.
