CCD empire has a democratic governmenet and as their empire grew so did their Capitol. Now it is a mega structure that breaches the top of their atmosphere. *Looks like something straight out of Star Wars in editor and the back looks amazing too PLEASE rate it up at Spore.com if you like it :)*
