This is Spartan the bronze dragon, depicted according to (formerly) WOTC's Todd Lockwood's vision of his kind. Called Spartan by humans, he pays close attention to the affairs of men. He took a vow of vengeance on the Ironlord for the murder of his family.

Bronze dragons are well adapted to marine environments, with webbed feet and large spines on the tail which acts like a paddle or rudder while swimming. They do not live underwater, though, but always close to it.
