Also, it can be assumed that the Time lords are also keeping the other DW villains in check, and thus Vandor and friends only have to worry about the Threats to Life as We Know It that I want them to worry about.

...and in fact won the Time War. As a result the Daleks are extinct. This is mostly so that I can occasionally throw in a Time Lord without having to worry about continuity errors with DW.
