How do I keep the soldiers from falling off or dragging the total attention of all the darts? Have them respawn after they die?

What do you mean, get them to stand on platforms? Also, wouldn't it look wierd with an air vehicle attached to something? Anyways, how does that help getting the soldiers to attack the ships?
