Talk to the slightly defective Grox in the area. They are located in the building where the beeping is highest. Try and gain some information on the weaknesses of the colony.

Head to the city hall. I've detected some strange frequencies coming from it. I suspect that there is an underground base somewhere in there. Once your in, look for any clues.

Go and kill Unit 389. After he is dead, retreive his key and use it to get past the gate in the underground base. Try to hack the computer to activate the destruction of the generator.
