You CAN catch Ho-Oh on soulsilver. After you beat the game and you get the rainbow feather (I cant remember what the city is called where you get it: it's at the top left of kanto), go to Ho-Oh's tower,climb to the top and Ho-Oh should be there.

Pokedex-There are still many Pokemon to be identified. Ash- Wow... Pikachu- Stupid thing, that's Ho-Oh! Whoever programed that thing is DUMB! Ash: C'mon Pikachu! Let's go bother these "Pidgey"! Pikachu: o gawd.
